Principles of the New Order




We Recognize one all encompassing Empire whose purpose is to protect its citizenry, to spare the vanquished and to subdue the proud. We recognize the Empire as the sole legitimate government of the galaxy. As such, the Empire and the galaxy should be considered one entity, the same.
 
We Recognize one, absolute, sovereign Emperor as the sole leader of the Empire. As such, the Emperor and the Empire are one in the same. To defy the Emperor is to defy the Empire. The Emperor has full authority in all matters and rules by decree. There is not, nor is there any need for, an oversight body to consent to or repeal the Emperors decrees. All decrees are law until the Emperor himself decides to lift or otherwise change them. There can only be one holder of the Imperial powers, no consort or partner may share the Emperors power. A hierarchical form of Imperial government will be established by the Emperor for the common good of the Empire. The Emperor reigns until death. To avoid confusion, the Emperor will appoint a Regent to rule for a period not to exceed one standard year upon his death. The Grand Moff's will gather at some point during that year on Coruscant and choose one of their own to become the next Emperor. The Regents powers to rule end at that moment.
 
We seek to establish and maintain human dominance over the Empire, therefore, all alien species and races will be made subservient to humans and never again will a human serve an alien master. Any aliens kept by humans as servants or slaves will be the sole responsibility of the human master and the human master will be held responsible for any trouble the alien might cause.
 
We vow to destroy any opposition to the Emperor or his government. As such, opposition to any one part is seen as opposition to the whole of the Empire. For such a crime there is but one punishment, death.
 
In order to more effectively govern, the Empire will be broken into large sections called Regions. A Region will be ruled, in the Emperors name, by an appointed military governor to be known as a Grand Moff. The Grand Moff rules at the Emperors discretion.
 
To further enhance our capacity to govern efficiently, the Regions will be broken into smaller divisions called Sectors. Sectors will be ruled, in the Emperors name, by an appointed military governor called a Moff. The Moff rules at the Emperors discretion and that of their Grand Moff.
 
Individual systems will be governed, in the Emperors name, by a military Prefect appointed from amongst the Naval or Army officers. Prefects rule at the Emperors discretion and at the discretion of the Grand Moff and Moff.
 
We demand tribute be paid for the benefit of the whole Empire by its constituent planets. The tribute may take the form of goods or funds from the offering world. Tribute will be collected by the military Prefects in the Emperors name.
 
In order to provide for the common defense of member worlds, and to explore the unknown areas of space, and to extend Imperial influence and power, and by decree of the Emperor,  armed forces will be organized and maintained. Those units responsible for the patrolling and exploration of space and systems will be called the Imperial Navy. Those units responsible for the defense of the planetary surface and the maintenance of law and order will be called the Imperial Army. The Navy will patrol all territory held by the Empire and fight when necessary to expand the Imperial domain.  A hierarchical Chain of Command and system of ranks will be  established in both the Navy and the Army to ensure that the Emperors wishes are carried out efficiently and with professionalism.
 
To ensure loyalty and order is maintained on member worlds and within the Emperors armed forces, and by decree of the Emperor, the Imperial Security Service will be established. A Grand Inquisitor will be appointed by the Emperor to run the ISS in His name and will answer to Him directly. The Grand Inquisitor will appoint High Inquisitors to aid him in his tasks. The High Inquisitors will appoint Inquisitors to further aid them in their noble tasks.
